On 10 April, The Director General of the Foreign Economic Policy and Development Cooperation Department Mr Jüri Seilenthal shared the panel with the State Minister for Information and Communication Technology of Bangladesh, Minister of Economy and Communications of Benin and the Director for Technology Cooperation of Japan. Mr. Seilenthal pointed out that Estonia is a good example how the digital solutions have been scaled first and foremost due to the whole of government approach. Estonian digital architecture is all inclusive and at the same time decentralized. While the backbone of the architecture, X-Road allows different databases to talk to each other, they remain independent and the responsibility rests on the owner of them. Mr. Seilenthal stressed that the approach to scale the digital transformation should be not only Whole-of-Government but Whole-of-Society.
