Intervention by the delegation of Estonia
Estonia welcomes the delegation of Sri Lanka to its 3rd UPR cycle and we thank them for the presentation of the national report.
We take note of the efforts by the government of Sri Lanka in the promotion and protection of human rights in collaboration with the relevant UN human rights bodies, and the standing invitation issued to all special procedures. We welcome the recently finalised National Human Rights Action Plan 2017-2021, which was reviewed in light of the UPR voluntary pledges and previously received recommendations. We commend Sri Lanka for the efforts to ensure that the commitments under the UN HRC Resolution 30/1 and 34/1 are met and encourage further steps in this regard.
Estonia would like to make the following recommendations:
Take comprehensive measures to ensure that the alleged war crimes and other human rights violations committed during the internal conflict are investigated and prosecuted with the aim to end impunity;
Review the anti-terrorist legislation in order to bring it in line with international standards;
Ratify the Rome Statute of the International Criminal Court.
Estonia wishes Sri Lanka success in implementing these measures.
